PUBLIC CONSULTATION ON THE BALANCING FEE FOR NEUTRALITY PURPOSES AND THE VALUES OF SMALL ADJUSTMENTS 2023

In accordance with decision (B) 150903-CDC-656G / 29 of the CREG and regulation E15 / 38 / ILR of the ILR on the methods of recovering the operating costs of the balancing activity in the Belux zone , Balansys S.A. is launching a public consultation on a new tariff proposal for the year 2023.

On the basis of the comments received during this consultation procedure organized by the balancing coordinator of the Belux zone, a tariff proposal will be submitted for approval to the Luxembourg Regulatory Institute (ILR) and the Electricity and Gas Regulatory Commission (CREG).

This tariff proposal will, subject to approval by ILR and CREG, take into account your remarks and comments. The new integrated market balancing tariffs will consist, as specified in chapter 7 of European regulation n ° 312/2014 relating to the establishment of a network code on balancing, a neutrality charge and small adjustments.

Adjustment of the Market Thresholds for the Belux zones from September 1st 2022

In consultation with the Regulators of the Belux Market Area and linked to the L to H conversion program in Belgium, the values of the market thresholds for the Belux H-zone and the Belux L-zone will be adjusted.

The new market thresholds as shown below will come into effect from September 1st, 2022.

For the H-zone:

Adjustment of the Market Threshold for the Belux L-zone from 1 October 2021

Linked to the L to H conversion program in Belgium and as already announced earlier during the info session in May 2021, the values of the market threshold for the Belux L-zone will be adjusted in proportion to the number of converted end users.

The new market thresholds as shown below will come into effect from 1 October 2021.

Balansys now market-based balancing operator for the integrated BeLux area

TSOs Creos Luxembourg and Fluxys Belgium, together with their respective regulators ILR and CREG, launched the BeLux area in 2015, establishing the first ever gas market integration between two EU Member States.

From the onset of the BeLux area Fluxys Belgium has been acting as a market-based balancing operator pending a number of regulatory and legal steps to be completed before Balansys could take up this role.

With the approval of the compliance programme by ACER and of all regulatory documents (Balancing Agreement, Balancing Code and Balancing Program) related to Balansys by ILR and CREG, Balansys now acts as a fully-fledged market-based balancing operator for the BeLux area.

BELGIAN-LUXEMBOURG GAS MARKET INTEGRATION OPERATED BY BALANSYS AS FROM 1 JUNE 2020

Belgian regulator CREG and Luxembourg regulator ILR approved all regulatory documents (Balancing Agreement, Balancing Code and Balancing Program) related to Balansys, the joint undertaking founded by Creos Luxembourg and Fluxys Belgium in order to act as market-based balancing operator for the BeLux area.

Following this approval, Balansys accepted the delegation of the market-based balancing activity from Fluxys Belgium as from 1 June 2020 and will become, as from that date, the Balancing Operator in the BeLux area.

Your access to the Fluxys Belgium and Creos Luxembourg Transmission Services is our priority, therefore:

  • the Balancing Agreement (BA) has to be signed with Balansys,
  • a revised Standard Transmission Agreement (STA) has to be signed with Fluxys Belgium and/or a revised Contrat Cadre Fournisseur (CCF) has to be signed with Creos Luxembourg.

This revised STA/CCF will entirely replace the previously signed STA/CCF, as from 1 June 2020.

As from 12 November until 11 December 2019, participate in the market consultation of Balansys, which is consulting the market on its regulatory documents with the aim to extend the balancing activities to the whole BeLux market area.

The Luxembourgish Transmission System Operator (TSO) Creos Luxembourg and the Belgian TSO Fluxys Belgium and their respective regulators, ILR (“Institut Luxembourgeois de Régulation”) and CREG (“Commission pour la Régulation de l’Electricité et du Gaz”), have been working together since 2015  to integrate their national H-gas markets.

With the approval of the compliance program by ACER on the 16th of October this year, a major milestone for Balansys to take over the balancing activities for the whole BeLux market area has been achieved. Before starting operations, the regulatory documents need to be submitted for approval by Balansys to the NRA’s in both countries after consultation.

DÉCISION DE L’AGENCE DE COOPÉRATION DES RÉGULATEURS EUROPÉENS SUR LE PROGRAMME D’ENGAGEMENT DE BALANSYS

Dans sa décision 12/2019 du 16 octobre 2019 (https://www.acer.europa.eu/Official_documents/Acts_of_the_Agency/Pages/Individual-decision.aspx) l’agence de coopération des régulateurs européens vient d’approuver le programme d’engagement soumis par BALANSYS en date du 16 janvier 2018 et libère ainsi le chemin pour engager la première intégration transfrontalière des marchés gaziers en Europe entre la Belgique et le Luxembourg. BALANSYS qui vise à reprendre au cours du 1er semestre 2020 la mission du coordinateur d’équilibre pour l’ensemble de la zone commune belgo-luxembourgeoise mettra en place tous les efforts nécessaires à la préparation de la transition commerciale dans un cadre réglementé et approuvé par les régulateurs des deux pays.
